Primary Capital Programme
Background:
Over its rich 1,000 year history, Coventry has reinvented itself many times and is currently undergoing an ambitious £9 billion regeneration programme. The city has also been recognised as a National Growth Point which could potentially see the city's population rise by up to 60,000 over the next 20 years.
The exciting challenge facing Coventry is to anticipate, plan for and meet the changing needs of a growing and increasingly younger population. Coventry City Council is committed to drive up standards and continue to extend services in schools to ensure they are accessible, integrated and reflect the needs of the communities they serve.
What is the Primary Capital Programme?
The Government is seeking to renew at least half of all primary and primary special school buildings by 2022/23 through the Primary Capital Programme (link to external site). The programme will make Government funding available to local authorities to help to achieve this level of investment. The aim is to create primary schools that are equipped for 21st century learning and teaching, and are at the heart of their communities with children's services in reach of every family.
Primary Strategy for Change
All local authorities have been required to develop and submit a "Primary Strategy for Change" describing the agreed local aims and priorities for developing primary education in the next 14 years. This strategy, developed through widespread local consultation, needs Government approval before funding can be released.
What will happen in Coventry?
Coventry City Council systematically reviews, remodels and replaces its school buildings to ensure they provide the best possible learning and teaching environments. Since 1997, 18 schools have been either rebuilt or substantially refurbished.
The Primary Strategy for Change - along with the Primary Capital Programme - are the main initiatives to continue this good work to benefit the remaining primary and primary special schools across our city.
A four year plan has been submitted to the DCSF with proposals for the initial investment priorities for the Primary Capital Programme. This will take forward the authority's strategy for primary education and achieve significant progress towards:
- Delivering the city's Inclusion and SEN strategy
- Addressing open plan issues in schools and raising standards
- Expanding provision in line with the changing needs of a growing city
- Achieving the government's target for Coventry of rebuilding or taking out of use 10 per cent of schools and refurbishing or remodelling another 40 per cent as part of a 14 year programme
